Liver surgery costs in Singapore, from transplant to resection, can vary significantly depending on the procedure, hospital and level of care required. Factors such as case complexity, length of hospital stay, surgeon expertise, anaesthesia fees and post-operative care all contribute to the overall cost.

In addition, patients should consider the role of MediSave, Integrated Shield Plans (ISP) and potential out-of-pocket expenses when planning for treatment. Understanding these cost components is essential for making informed decisions and preparing financially for liver surgery.

Overview: In Singapore, liver cancer surgery (surgeon's fees) typically ranges from S$18,800 to S$33,600, depending on the type of procedure. Final costs may vary based on factors such as hospital and facility fees, anaesthetist fees, investigations and prevailing GST.

Patients may utilise MediSave, MediShield Life and Integrated Shield Plans to help offset the cost of treatment. Consultation with our liver cancer specialist starts from S$200.

Disclaimer: Any fees or cost estimates are indicative, subject to change over time and may vary based on individual clinical needs and other factors.

Types of Liver Surgery: Why Case Complexity Drives the Cost

Liver surgery covers a wide range of procedures, from a minimally invasive needle biopsy performed under local anaesthesia to a full liver transplant requiring a multidisciplinary team and months of post-operative care. Understanding where your procedure sits on this spectrum is the first step to understanding what you will pay.

Liver Biopsy (Imaging-Guided Percutaneous)

A liver biopsy is the least invasive liver procedure. A needle is introduced through the skin under CT or ultrasound guidance to obtain a small tissue sample for pathology. It is typically performed as a day surgery or outpatient procedure and does not require a general anaesthetic in most cases.

Liver Ablation (Radiofrequency, Microwave, or Laser)

Ablation therapies treat liver tumours by applying targeted heat energy to eliminate abnormal tissue, without surgical excision. They are the preferred approach for small hepatocellular carcinomas typically under 3 cm in patients where resection is not appropriate due to liver cirrhosis, reduced liver reserve, or significant comorbidities. The procedure is performed under general anaesthesia as a day surgery or inpatient admission.

Partial Hepatectomy (Liver Resection)

Liver resection is the surgical removal of the tumour-bearing portion of the liver. It is the gold-standard curative treatment for resectable hepatocellular carcinoma, colorectal liver metastases and selected benign tumours. The liver is unique in its regenerative capacity: in healthy patients, up to two-thirds can be safely removed, with the remaining tissue recovering to near-normal volume within weeks.

The extent of resection directly determines cost and complexity:

Laparoscopic Partial Hepatectomy / Segmental Resection (surgeon's fee, excl. GST)
S$
12,000 to 18,000 (MOH benchmark, excl. GST; range reflects segment count and case complexity)
Liver Lobectomy, 3–4 segments (surgeon's fee, excl. GST)
S$
17,400 to 24,800
Anaesthetist Fee (major resections)
S$
3,000 to 6,000 (typical)
Hospital Stay 5 to 10 days (private inpatient)
Ward Charges
S$
544 to 3,152 per day, depending on ward class

Liver Transplant (Living Donor and Cadaveric)

A liver transplant replaces the diseased liver with a healthy donor organ. It is the definitive treatment for end-stage liver disease, liver failure and selected patients with hepatocellular carcinoma meeting the Milan Criteria. In Singapore, transplants are performed at NUH and selected private centres.

A transplant is the most complex and resource-intensive of all liver procedures. It involves an extensive pre-operative work-up, a large multidisciplinary surgical team and ongoing costs over the long term, including lifelong immunosuppressant therapy.

The extent of resection directly determines cost and complexity:

Live Donor Hepatectomy (surgeon's fee, excl. GST)
S$
18,800 to 26,500 | TOSP SF701L
Transplant Recipient (surgeon's fee, excl. GST)
S$
22,400 to 33,600 | TOSP SF811L, Table 7C
Full Transplant Package (all-in estimate)
S$
200,000 to 350,000+
Included in All-in Estimate Transplant team fees, recipient surgery, donor surgery, ICU admission, immunosuppressants, extended inpatient stay
MELD Score and Waiting List Cadaveric transplant patients are prioritised by MELD score a measure of liver disease severity. Living donor transplants bypass the waiting list and can typically be arranged within weeks once donor compatibility is confirmed./td>

*SF813L (Table 5C) is the MOH TOSP code for partial lobectomy and segmental resection (open or laparoscopic). For major hepatectomy and lobectomy involving larger resections, confirm the precise TOSP code with the clinic billing team at your pre-operative assessment. All figures exclude GST and represent the surgeon’s professional fee only. The final bill includes the anaesthetist fee, operating theatre fee, ward charges, ICU (if applicable), nursing care, diagnostics and post-operative medications. Cost estimates are based on MOH fee benchmarks and actual transacted bill data.

Utilising MediSave, MediShield Life and Integrated Shield Plans

Most patients do not pay out of pocket alone. Several financing schemes can be used in combination to meaningfully reduce your overall costs. Below is an overview of what is available to you.

CPF MediSave

All liver surgery procedures on this page are MediSave-claimable. The withdrawal limit is determined by the TOSP Table classification of your procedure. Major procedures such as hepatectomy (Table 5C and above) carry higher limits. MediSave can be used to cover the surgeon’s fee, anaesthetist’s fee and hospitalisation charges.

MediShield Life

MediShield Life provides basic hospitalisation insurance coverage for all Singapore Citizens and Permanent Residents. It is calibrated to B2/C ward rates at restructured hospitals, so for patients in private hospitals or higher ward classes, there will be a co-payment portion. It works best when paired with an Integrated Shield Plan.

Integrated Shield Plans (ISP)

An Integrated Shield Plan, purchased from a private insurer such as Prudential, Singlife, or HSBC Life, sits on top of MediShield Life and provides substantially higher coverage for private hospital stays and surgical fees. If you hold an ISP that covers private hospital stays, the clinic can apply for a Letter of Guarantee (LOG) on your behalf, enabling cashless admission with minimal upfront payment. Dr Thng is accredited across all major private hospitals and is on multiple ISP panels.

Critical Illness Insurance

Patients who hold a Critical Illness (CI) insurance policy will typically receive a lump-sum payout upon diagnosis of liver cancer. This payout is not tied to actual treatment costs and can be used freely for surgery, post-operative care, or to replace lost income during recovery. If you hold a CI policy, notify your insurer promptly upon diagnosis.

Corporate and Company Insurance

Many employed patients have group hospitalisation and surgical insurance through their employer. These plans can supplement MediSave and ISP coverage, particularly for specialist follow-up consultations and post-operative surveillance imaging.

MediFund

MediFund is a government endowment fund that acts as a final safety net for needy Singapore Citizens who are still unable to afford their medical bills after MediSave, MediShield Life and subsidies have been applied. Applications are assessed by a MediFund Committee at the treating institution.

Singapore Cancer Society Financial Assistance

The Singapore Cancer Society offers financial assistance grants for cancer patients who face difficulty meeting treatment costs. Liver cancer patients undergoing surgery, ablation, or transplant work-up may be eligible. Patients are encouraged to enquire directly with the Singapore Cancer Society.

Recovery, Post-Operative Costs and Long-Term Outcomes

What to Expect After Liver Surgery

Procedure Hospital Stay Return to Desk Work Return to Physical Activity Full Recovery
Laparoscopic Partial Hepatectomy 3 to 7 days 2 to 4 weeks 4 to 6 weeks 6 to 8 weeks
Open Liver Resection / Major Hepatectomy 7 to 14 days (ICU may be required for major resections) 4 to 6 weeks 8 to 12 weeks 8 to 12 weeks
Liver Transplant 2 to 4 weeks initial stay (longer if complications arise) 3 to 6 months 3 to 6 months Lifelong medical follow-up

Does the Liver Recover After Surgery?

Yes, and this is one of the most reassuring aspects of liver surgery. The liver has a remarkable ability to regenerate. In patients with a healthy liver, up to two-thirds of the organ can be safely removed, with the remaining tissue growing back to near-normal volume within 6 to 12 weeks.

In patients with underlying liver disease such as cirrhosis or fatty liver disease, the regenerative capacity is reduced and the extent of safe resection is more limited. Your surgeon will assess your liver reserve carefully before recommending any procedure.

Post-Operative Care Costs to Budget For

The surgery is not the end of the financial picture. Post-operative care is an ongoing commitment, particularly for transplant patients on lifelong immunosuppressants.

Post-op Cost Item Estimated Cost (Private)
Follow-up specialist visits
S$
150 to 300 per consultation
Surveillance imaging (CT or MRI every 3 to 6 months)
S$
800 to 2,000 per scan at private facilities
Liver function tests and blood panels
S$
80 to 200 per set
Immunosuppressants (transplant patients only)
S$
300 to 800 per month, ongoing
Medications (pain management, antivirals for Hepatitis B)
S$
100 to 500 per month initially

Post-operative specialist consultations and follow-up imaging may be claimable under MediSave for approved indications. Please check with your insurer for ISP coverage specifics.
